Role Purpose
Advocates for the rights and dignity of community members during disasters, ensuring vulnerable and affected residents are treated fairly and their needs are heard.
What You Would Help Do
Before an Emergency
- Develop rights advocacy plans and resources.
- Identify populations at risk of rights violations during disasters.
- Train volunteers in rights awareness.
- Coordinate with Justice and Cross-Cutting Leadership.
During an Emergency
- Advocate for fair treatment of all residents.
- Support vulnerable residents in asserting their needs and rights.
- Coordinate with the Equity Officer on fairness issues.
- Document rights concerns and escalate as needed.
After an Emergency
- Document rights protection lessons and concerns.
- Support community recovery and rights restoration.
- Update advocacy plans.
Qualifications & Helpful Skills
Who would be a good fit?
Required
- Willingness to complete Weather Watchmen training.
Helpful But Not Required
- Background in advocacy, social work, or community organizing
- Knowledge of resident rights and protections
- Compassion and strong communication skills
- Community trust
Training & Readiness
Volunteers are not expected to respond to emergencies without preparation.
Weather Watchmen volunteers may receive or be asked to participate in role-appropriate training, exercises, orientations, drills, and continuing preparedness activities before being assigned operational responsibilities.

Working Together
No Ministry operates in isolation during an emergency.
Three-Deep Succession
Weather Watchmen's emergency management system is designed around continuity of leadership. Critical functions should have trained Primary, Secondary, and Tertiary personnel so that operations can continue if a primary leader is unavailable.
Multiple volunteers may express interest in the same operational area to build this depth.
